Luke 2:1

There went out a decree from Caesar Augustus, that ALL THE WORLD should be taxed

Did this mean that the Chinese or the North American Indians should be taxed? NO! Only those who were SUBJECT TO BE TAXED. Not ALL THE WORLD.

1 Cor.15:22

For as in Adam ALL DIE, even so in Christ shall ALL be MADE ALIVE.

Will ALL men be made alive? NO! ALL who are made to partake of the Spirit. All who are raised shall raise THROUGH THE MERIT AND POWER OF CHRIST

Acts 2:17

And it shall come to pass in the last days, saith God, I will pour out my Spirit upon ALL flesh

God will not pour out the Holy Spirit on every last individual. ALL FLESH meaning GENTILES AS WELL AS JEWS.

If Jesus Christ PAID FOR THE SINS OF THE WHOLE WORLD then there could not be any Judgement because EVERYONE'S SINS WOULD HAVE BEEN PAID FOR.

In 'ALL THE WORLD' CHRIST IS THE ONLY WAY TO SALVATION.

Christ gave His life a ransom for 'ALL HIS ELECT'.
